As indicated above, Albania and Montenegro are high-risk countries for Rabies, so:
"your pet must have undergone a rabies antibody titration test. This test must be carried out on a blood sample taken by an authorised vet at least 30 days after the anti-rabies vaccination and not less than 3 months before travelling to the EU. The test must be performed in a laboratory designated for that purpose.
The results of the rabies anti-body test must be attached to your pet's EU health certificate."
Bosnia-Herzegovina and Northern Macedonia are considered by the EU to be
Rabies-controlled countries, so a tritration test on re-entry is not required.
There are generally 8 steps to follow, in the correct order. They vary for each country, although EU countries generally apply the same rules. The example below is for Germany, below this example is a summary of the rules for the SE-Europe countries on our tour.
Step 1: EU Country Classifications
The European Union (EU) does not recognize any countries as rabies-free. Dogs, cats, and ferrets from all countries are subject to current rabies vaccination according to their regulations. The EU classifies countries as either:
The requirements to import a dog, cat, or ferret to Germany will depend on the classification of your country of origin and whether your pet has entered an unlisted country within the past four months. Click on the links above to find your origination country’s classification.
Pet owners should identify the classification of their country of origin before reviewing import regulations for Germany.
Step 2: Type of Transport
The European Union classifies the movement of pets as non-commercial or commercial. Josie is non-commercial!.
Conditions for Non-Commercial Transport
• All pets must enter Germany with or within five days of their owner*. Proof of travel will be required AND
• The transport applies to no more than five pets unless proof of participation in a competition or show is available, and pets are over six months of age AND
• The purpose of the transport must not be for adoption, sale, or exchange of ownership.
*Some EU Member States will allow a representative assigned by the owner to travel with the pet under non-commercial regulations.
All pet owners transporting their pets under non-commercial regulations must sign a Declaration of Non-Commercial Transport stating that their pet’s transport does not involve the sale or transfer of ownership of their pet.
Step 3: Pet Microchip
Josie has a non-encrypted, 15-digit, ISO 11784/11785 compliant pet microchip with the transponder-code 276094502214989.
Step 4: Vaccinations

Step 5: Rabies Titer (Serology) Test

Step 6: Import Permit
Pet owners do not need an import permit when entering Germany with a dog, cat, or ferret. Unaccompanied pets may need an import permit.
Step 7: Parasite Treatments
Pet owners should always protect their pets from internal and external parasites to keep them healthy when traveling internationally; however, proof of these treatments is not required for pets imported to Germany.
Step 8: Health Certificate
*** For Albania a Heatlh certificate, issued by a Vet and authorised by a Government Vet is required: the Pet Passport is not sufficient! ***

Step 1: Pet Microchip with a 15-digit ISO 11784/11785 compliant pet microchip. The microchip number should be reflected on all documentation.
Step 2: Vaccinations
proof of rabies vaccination is required. The vaccination must be administered no sooner than 21 days prior to entry. Your pet must enter Albania no more than the expiration date of the vaccine manufacturer.
All primary vaccinations should be administered with one-year vaccines. Albania will not recognize any rabies vaccinations administered after a microchip is implanted.
Step 3: Rabies Titer (Serology) Test
A rabies titer test could be required if your pet will be returning to your origin country. It is much easier to have the test done before traveling, and many countries require that it be done well in advance of entry.
Step 4: Parasite Treatments
Albania does not require parasite treatments for internal and external parasites.but they are strongly recommended to protect your pet against foreign parasites.
Step 5: Health Certificate
All countries worldwide require an original health certificate, including:
owner’s information
origination and destination details and
details of your pet and
vaccinations and treatments and
veterinary attestations regarding symptoms of contagious diseases at the time of export.
Further, your veterinarian must certify that your pet is healthy enough to travel, and is not from a region that is subject to rabies restrictions. The health certificate must properly identify your pet. Depending on the origination country, additional details and treatments must be listed.
Within 10 days of travel, a licensed veterinarian in the origination country must complete the bi-lingual pet health certificate for Albania. After issuance, the certificate must be endorsed by a government veterinarian. This official represents the agency in the origination country that is responsible for the import and export of live animals.
Note that an EU Pet Passport or vaccination booklet will not substitute for a health certificate.
Step 6: Import Permit
An import permit is not required for pet dogs and cats entering Albania with their owners. Commercial imports will require an import permit, which should be arranged through an agent.

Dogs should be vaccinated against distemper, hepatitis, parvovirus, adenovirus, parainfluenza, and leptospirosis, depending on the disease status of your country. Cats should be vaccinated against feline viral rhinotracheitis, calicivirus, panleukopenia, and feline leukemia.
All vaccinations should be recorded on the international health certificate (step 5) at intervals required by the origination country.
